Description

The Ministry of Labor, Employment and Social Security (MTESS) is the governing body for labor and social security policy in Paraguay. It is organized around two vice-ministries: the Vice-Ministry of Labor and the Vice-Ministry of Employment and Social Security.

Its main functions include administering and overseeing labor relations, registering employers, verifying compliance with labor regulations, and promoting formal employment, including through job-matching platforms such as EmpleaPY. It also coordinates with institutions such as the Social Security Institute (IPS) to expand social security coverage.

MTESS also runs risk-prevention and occupational safety training programs for various productive sectors, and oversees the implementation of international agreements, laws and decrees related to labor in the country.
